01The Challenge
Five ways a foreign bid dies in Israel, none of them technical
Israeli public buyers want your product. The regime that governs how they buy it was not designed with a foreign vendor in mind.

Threshold conditions disqualify you before evaluation
Before scoring begins, bids are screened against threshold conditions: local presence, prior installations in Israel, revenue floors, certifications, insurance held under Israeli law. A bid that fails one is discarded unread. Most foreign vendors never learn their product was not evaluated.

The bid bond cannot be wired
Tenders typically require a guarantee of one to ten percent of bid value, issued by an Israeli bank. A foreign entity cannot satisfy this from its home institution. Without a local body holding the banking relationship, the bid is not submissible.

The file is in Hebrew, and so is the clock
Tender documents, clarification rounds and submissions run in Hebrew, on statutory deadlines. Foreign documents require certified translation. Clarification windows close in days, not weeks, and a missed question is a permanent disadvantage.

Industrial cooperation above five million dollars
Contracts at or above five million dollars carry mandatory industrial cooperation obligations administered by the Industrial Cooperation Authority: thirty-five percent for civil procurement, twenty percent for suppliers from GPA signatory states, and at least fifty percent in the defense sector. Structured late, this obligation destroys the margin on the deal that created it.

A local representative is now expected
Israeli buyers increasingly require a nominated local representative with a verifiable Israeli address and documented authority, under a signed representation agreement and power of attorney, to accept legal notice on the bidder’s behalf.
None of these are evaluated on the merit of your software. All of them are decided before it is switched on.
02The Partner Problem
The usual fix is a local reseller who signs and then does nothing
You have likely done this already. An agreement is signed, a logo goes onto a partner page, a territory is marked as covered, and two years later the pipeline is empty. Nobody was dishonest. The economics simply never favored your product.
At an integrator carrying two hundred and fifty partnerships, your license line is a rounding error next to their services revenue. Their bid committee weighs every tender against their largest accounts. Your competitor is very likely in the same catalog, sold by the same salesforce.
Coverage was never the same thing as commitment.

I spent my early career inside the Israeli Ministry of Finance, in the Budget Department, looking at public spending from the side that decides it rather than the side that competes for it. That view changes what a tender looks like.
A tender is the last visible step in a process that started much earlier, when a budget line was written, funded, and given a horizon. By the time a tender is published, most of what determines the outcome has already happened. Vendors who arrive at publication are arriving late.
Since then I have worked in corporate finance and technology ventures, which is the other half of this job. Winning a public tender is a financing problem as much as a procurement one. Guarantees have to be posted, working capital has to sit behind delivery, and the commercial structure has to survive an industrial cooperation obligation without giving away the margin that justified the bid.
I built Vantage because the gap here is not technological. Israeli public buyers want the products the world’s best software companies make. What is missing is a local body willing to assume the obligations those companies cannot assume from abroad, and to do it for a small enough number of products that each one actually gets sold.
I run every account personally. If that stops being true, we have taken on too many.
